The Zweckverband VerkehrsVerbund OstWestfalenLippe (VVOWL) ​​based in Bielefeld was founded in 1995. The association is not an association for the East Westphalian region. The term "Verkehrsverbund" contained in the name has historical bases. Today the VVOWL fulfills various tasks as a special purpose association for local rail passenger transport (SPNV) and has been a member of the local transport association Westphalia-Lippe (NWL) since 2008 . The composite area covers approx. 4073 km² and 1.6 million inhabitants.

history

In March 1995, the first public transport law for NRW was passed. This was preceded by a discussion about the membership of the Paderborn and Höxter districts in the planned cooperation area for OWL. The Paderborn district in particular could not be won over for this. The Zweckverband VerkehrsVerbund OstWestfalenLippe was founded shortly afterwards, and an association meeting took place in September 1995. He should as a Transit and Tariff Association the entire public transport ( public transport , organize, order and finance), so rail and bus services. In the two southern districts of Cooperation Area 7 , the Paderborn-Höxter (nph) local transport network was created almost simultaneously . For the districts of Gütersloh , Herford , Lippe and Minden-Lübbecke as well as the independent city of Bielefeld , the VVOWL developed a fully elaborated network contract by 1999. However, this could not be implemented politically. In mid-2000, the tariff association “Der Sechser” (designation based on cooperation area 6 ) was introduced as a cooperative service of the municipal authorities or transport companies - after changes to the originally planned organizational structure. The VVOWL was retained as a "Verkehrsverbund" (transport association) as a special purpose association exclusively for local rail transport. He is also responsible for bus traffic in the Gütersloh district through an agency agreement.

The predecessors of the “Six” were the Verkehrsgemeinschaft Ostwestfalen-Lippe (VOW, from March 1, 1980) and the Verkehrsgemeinschaft Lippe (VGL, founded in 1987) and Minden-Ravensberg (MRV, founded in 1985). The traffic area of ​​the VOW initially included the city of Bielefeld and regional bus routes in the vicinity of the city, later the district of Gütersloh was incorporated. In the traffic area of ​​the VGL (Lippe district and cooperation with Bielefeld), the railway lines could also be used at joint tariffs. This made it possible for the first time in Bielefeld to use trains at the city tariff, because the VGL railway line Bielefeld – Lage (Lippe) in the city area serves the Bielefeld Ost and Ubbedissen stops next to the main train station . Trains from Bielefeld via Herford to Bad Salzuflen - Detmold could also be used at the VGL tariff; Herford was not part of the VGL area, so community tickets were z. B. not available for trips from Detmold to Herford.

The organizational forms were restructured as early as 1995/96. The new service companies Verkehrsgesellschaft Lippe mbH (VGL), Nahverkehrsgesellschaft Kreis Gütersloh mbH (NVG), Minden-Herford-Verkehrs-Service Gesellschaft mbH (MHS) and the Bielefelder Nahverkehr GbR (GBN) community were created. These companies were finally transferred to the Verbundgesellschaft OWL Verkehr GmbH , founded in 2004 . The bus traffic is organized at the district or city level by the authorities of Kommunale Verkehrsgesellschaft Lippe mbH (KVG) in the Lippe district, Minden-Herford Verkehrsgesellschaft mbH (MHV) in the Herford and Minden-Lübbecke districts , and the city of Bielefeld (cooperation moBiel / BVO for Bielefeld and the surrounding area). The responsible authority for the Gütersloh district is the VVOWL.

Tariff structure

In contrast to many other tariff associations, the tariff areas in the area of ​​the VVOWL are strictly separated from each other. Each municipality is an independent tariff area. There is no overlap of tariff zones and no breakpoints that are assigned to two or more tariff zones at the same time. Even a train station directly on a municipal border is only assigned to one municipality. For example, the Sylbach station right on the city limits of Bad Salzuflen to Lage (Lippe) with a built-up area that has grown together is only part of the Bad Salzuflen tariff area. Passengers from Detmold or Lage to Lage-Waddenhausen have to pay a higher fare (to Bad Salzuflen) if they use the Sylbach station, even though their destination or even the start and end point is Lage. But also in OWL there is at least one exception: the Bf. Oerlinghausen in the municipality of Leopoldshöhe . On the border with Lower Saxony there is even a train station in Dissen / Bad Rothenfelde that belongs to two tariff zones.

Since (almost) all tariff limits are on the free route, it is not possible, as in other associations, to validate a corresponding single ticket to continue travel beyond the spatial area of ​​validity of a season ticket at intermediate stops that belong to several tariff areas. To compensate for the resulting double tariffs, there is the tariff stipulation that only one reduced ticket has to be validated for the onward journey . Since this regulation does not grant a discount on shorter connecting routes, but merely avoids a double payment, the designation “ discount ticket” is not appropriate here. Without this tariff provision, there would be no advantage with a travel pass for Bielefeld on a journey with RE to Gütersloh (without a stopover) , for example , since the last stop in the tariff area (i.e. Bielefeld Hbf) is decisive for the spatial scope of the card. Taking the bus (line 87/95) is still cheaper because of the "special tariff" in the Ummeln area . This results in different fares for buses and trains, which should actually be avoided by a tariff association.

Because there are no common tariff points, it is also not possible to validate day tickets for a connection trip to a season ticket, as there is no discount rule for this. For the above-mentioned Bielefeld – Gütersloh connection, for example, a regular day ticket must be used for the entire route, although the existing season ticket is valid for more than half of the route (BI-Hbf to Ummeln). Any and easy use of the means of transport in the OWL area is made more difficult. The network cards offered do not offer an alternative, as z. B. the subnets are only offered as a six-person subscription, but not a 9 o'clock subscription or a simple monthly pass.

The NRW state tariff tickets are also recognized in the network area.

Cooperations

Transitional tariffs to the nph and VGM exist from some tariff areas . Special mention should be made of the continuous tariff offers from Bielefeld to Paderborn , Warendorf and Ahlen as well as between Detmold and Bad Driburg . Continuous use of the Osnabrück – Bielefeld “Haller Willem” rail line at the network tariff, including the city buses in Osnabrück, is possible with a special transitional offer for the VOS-Plus tariff .
