Associations whose members or leaders are all or predominantly foreign nationals of a member state of the European Union (Union citizens) are not considered to be foreign associations.

Foreign associations can be banned like other associations " whose purposes or activities run counter to criminal laws or which are directed against the constitutional order or the idea of ​​international understanding " (Art. 9 Basic Law, Section 3 of the Association Law). In addition, they can be prohibited in accordance with Section 14 (2) of the Association Act, " insofar as their purpose or activity

(1) the formation of political will in the Federal Republic of Germany or the peaceful coexistence of Germans and foreigners or of various groups of foreigners in the federal territory, the public safety or order or other significant interests of the Federal Republic of Germany impair or endanger
(2) runs counter to the obligations of the Federal Republic of Germany under international law,
(3) Promotes efforts outside the federal territory whose goals or means are incompatible with the basic values ​​of a state order that respects human dignity,
(4) Supports, advocates or is intended to evoke the use of force as a means of enforcing political, religious or other matters
(5) supports associations within or outside the federal territory that initiate, advocate or threaten attacks against persons or property. "

According to § 19 VereinsGDV (Ordinance for the Implementation of the Law Regulating Public Association Law), foreign associations that have their headquarters within the scope of the Association Act must be registered with the authority responsible for their headquarters within two weeks of their establishment.

For "foreign associations" that are active in Germany, the rules for foreign associations apply accordingly in accordance with Section 15 of the Association Act. They can be prohibited from working in the federal territory ( Section 18 of the Association Act).
