Certificate of Proficiency

The certificate of competence is an official document that authorizes the holder to handle, trade and import explosive substances.

The certificate of competence is issued if the following requirements according to the SprengG are met:

  1. personal reliability
  2. Proof of specialist knowledge
  3. Minimum age 21 years
  4. physical fitness

According to the law, proof of specialist knowledge is required in order to receive the certificate of competence. Proof of specialist knowledge has been provided by those who have successfully participated in a state or state-recognized course and passed an examination by the competent authority.

Proof of specialist knowledge has also been provided by anyone who has worked at least three years of practical experience or has completed training at a university, a technical college or a technical school and has carried out at least one year of practical experience, provided the activity and training were suitable, the required specialist knowledge to convey. This does not apply to the execution of blasting work and activities in the disposal of ordnance.

In the Explosives Act and the First Ordinance on the Explosives Act (1st Explosives Ordinance), the framework conditions for obtaining a certificate of competence are specified, for example:

  • the recognition of courses from reliable applicants,
  • the admission of course participants,
  • the technical and legal knowledge to be imparted to them,
  • and proof of their successful participation,
  • the professional requirements for technical and legal knowledge as well as practical skills,
  • the prerequisites for the exam, the exam procedure and exam boards, and also
  • the obligation of the certificate holder to take part in a refresher course at certain intervals.
