Known sender

As a known consignor (Engl. Known Consignor ) status is described, the companies have been able to lay claim to and authorizes them, so-called "safe" air freight to ship. As of April 29, 2013, this status will no longer apply. Companies have to be re-validated and by this date have been given the new status of officially recognized "known consignor" (bV) by the Federal Aviation Office . If this period expires and a company is not validated, the respective air freight must be checked, x-rayed and approved separately by a suitable service provider before it can be loaded onto an aircraft. Thus, in addition to increased freight costs, the sender faces the risk of delivery delays.

The terrorist attacks of September 11, 2001 as well as the worldwide alarm after the explosives were found in October 2010 (manipulated color cartridges in a printer) resulted in the security regulations for air freight shipments being tightened significantly. The new regulations of the EU (VO EG 300/2008 and VO EU 185/2010) should lead to "secure supply chains". The Luftfahrt-Bundesamt implements these ordinances in the form of the "officially recognized known consignor" and " regulated agent " procedure.

The new regulations should essentially ensure the following points:

  • Protection of air freight from unauthorized access
  • Use of checked, specially trained personnel
  • Securing the packaging against manipulation and access
  • Shipment-related security declaration
  • Ensuring the safety requirements for the entire transport chain

The most important measures

The following points are elementary components on the way to validation as an "officially recognized known consignor"

  • Application for validation at the Federal Aviation Office
  • Appointment of an aviation security officer and his deputy
  • Reliability check of the aviation security officer and his deputy
  • Completion of the 35-hour training to become an aviation security officer
  • Completion of the 6 lesson training for personnel who carry out security checks. This training is in accordance with Implementing Regulation (EU) 2015/1998, chap. 11.2.3.9. as well as according to the specifications of the module system of the LBA. The Luftfahrt-Bundesamt defined this training with 6 teaching units of 45 minutes each (see module system on the LBA homepage).
  • Completion of the 3 lesson training of the operating personnel, who can only come into contact with identifiable air freight . This has been in effect since November 29, 2013 due to Regulation (EU) 1116/2013, which now includes the training in accordance with Chapter 11.2.7. prescribes. The Luftfahrt-Bundesamt defined this training with 3 teaching units of 45 minutes each.
  • Creation of a safety program
  • Submission of the security program to the Federal Aviation Office
  • Implementation of the successful audit by the Federal Aviation Office
