Bilâd-ı selâse

Bilâd-ı selâse (literally roughly: The three cities ) was an expression in the bureaucracy of the Ottoman Empire, which mostly referred to the Kadı districts of Eyüp , Galata and Üsküdar in the immediate vicinity of Istanbul , and much less often also the Kadı- Districts of Istanbul, Edirne and Bursa . In the former meaning, the expression was in use until the end of the empire in the 20th century.

The transfer to a post in the mentioned districts was considered an honor for the affected Kadı. In addition to the usual judicial activities in the Ottoman Empire, the office of the kadı was the central post in the civil administration with far-reaching competencies, which extended to the certification system, public security, the market system and up to military matters.The kadıs of the mentioned districts were in question public security, the setting of market prices and their control in contact and exchange with the Kadı of Istanbul ( İstanbul kadısı ). They were regular participants in the Wednesday meetings in the Grand Vizier's divan. The Kadıs were not given any official buildings or offices by the state, but they carried out their official business in their private homes. With a few exceptions, the files with the court registers of the kadıs of the Bilâd-ı selâse have largely been preserved and contain some of the oldest Ottoman documents. For Eyüp there are 629 register volumes from the years 978–1342 AH (1570–1923), for Galata from the years 900–1342 AH (1495–1923) 1040 register volumes and for Üsküdar from the years 919–1342 AH (1513–1923) 801 Register volumes ( şer'iyye sicili ) preserved.
