The Centro Europa Ricerche - CER - is a research institute for applied economic analysis in Rome , Italy , which focuses its research on central questions of Italian and European economic policy.

The institute was founded in 1981 by a group of economists led by Giorgio Ruffolo . Ruffolo was successively a member of various Italian left-wing parties, from 1987 to 1992 environment minister of a center-left government in Italy and has been a member of the European Parliament since 1979 . The institute is owned by its founders and describes itself as independent of public or private funding. It generates its income from research projects for public and private clients as well as from the sale of its publications. The institute currently has more than 40 researchers and consultants from universities and other institutions.
