DA11 is the abbreviation for a data format that is described in REB-VB 23.003 (1979 edition and 2009 edition). This data format is characterized by the fact that each line of the ASCII file must begin with "11". This format is mainly used to support general quantity calculations in the road and rail construction sector.

REB is the abbreviation for regulations for electronic construction accounting and VB stands for process description . The 23 indicates a certain group of the REB, in this case the group general construction accounting or, more recently, general quantity determination . 003 stands for the third process description in this group.

The REB are procedures of the current Federal Ministry of Transport and Digital Infrastructure (BMVI), formerly the Ministry of Transport.

The first editions of the REB procedure description, including 23.003, go back to 1964. At that time, punch cards were state-of-the-art for exchanging data. Since hardly anything has changed in the format of the DA11 since then, we can still find the historical punched card format with the DA11 data in today's exchange files, now on modern data carriers such as USB sticks or in e-mail attachments.

At that time, nobody could have imagined that an exchange of quantity take-offs between the contracting parties could become normal. Originally a data transfer was only planned once for the final calculation, as a pure relief for the examiner so that he does not have to recalculate every calculation approach by hand in order to be able to confirm the mathematical correctness. Furthermore, in order to achieve that the computer-aided accounting statement of the entrepreneur is more easily accepted by the auditor. Recalculating by hand also meant handling crank machines, slide rules, etc., which today can basically only be found in museums. The examiner could now use a computation station that checked the mathematically correct calculation for him, and thus only had to concentrate on checking the correctness of the input values.

The DA11 has many deficits, such as the rigid OZ scheme (ordinal numbers / position numbers) for the LV structure and no overview of changes in the respective exchange phases, so it is only suitable as a one-way street interface. Due to the limitation to max. 9-digit ordinal numbers in the DA 11, the quantity determination is only possible based on service specifications , which can be electronically exchanged with the GAEB data exchange version GAEB DA 1990 .

For these reasons, the specialist group "REB Update", which was set up by the Federal Ministry and made up of representatives of public clients such as road construction administrations, DB, etc. and representatives from companies and the construction industry as well as representatives from software houses, has initiated a revision of the At the end of 2012 as REB-VB 23.003 Edition 2012 was published and approved by the then Federal Ministry for Transport, Building and Urban Development (BMVBS). A comprehensive and mandatory implementation of the 2012 edition has not yet taken place in public infrastructure construction, so that the 1979 and 2009 editions are still used.

The REB procedures are used to regulate the payment-justifying calculations for contract processing, from which the payment claims of the contractor against the client such as the road construction authorities are justified and documented.

The data exchange format X31, published since October 2013 as part of GAEB DA XML 3.2, enables quantity take-offs according to REB-VB 23.003 (1979 edition and 2009 edition) to be exchanged in connection with service specifications based on the GAEB data exchange version GAEB DA XML . In this way, quantity take-offs for service specifications with up to 14-digit ordinal numbers can be exchanged.
