David S. Mann

David Scott Mann (born September 25, 1939 in Cincinnati , Ohio ) is an American politician of the Democratic Party . He from 1993 to 1995 Member of the House of Representatives of the United States for the first  congressional district of the state of Ohio. From 1979 to 1980 and in 1991 he was mayor of Cincinnati .

biography

In 1961 he received his Bachelor of Arts degree after studying at Harvard University . He then served in the US Navy until 1965 . After completing the service, he returned to Harvard University, graduating in 1968 with a Bachelor of Laws . He settled in Cincinnati and opened a law firm.

From 1972 to 1974 he served on the Cincinnati City Health Committee. In 1974 he was elected to the City Council , to which he belonged until 1992. During his time on the city council, he was mayor from 1979 to 1980 and again in 1991.

Since the Democrat Charlie Luken , who had held the mandate for the 1st congressional constituency of Ohio in the US House of Representatives, no longer ran in the 1992 election, Mann applied for this mandate. In the Democratic primary , he beat William F. Bowen just 34 to 33 percent and prevailed against several independents with 51 percent of the vote in the main election. He entered the mandate for the 1st congressional electoral district of Ohio, which mainly comprised the west of the city of Cincinnati, on January 3, 1993, replacing Charlie Luken. He only served one term in which he turned members of his own party and trade unionists against him for supporting President Bill Clinton's unpopular restrictive fiscal policy and his free trade policy ( NAFTA ). Mann therefore received a serious challenge in the party primary in 1994 and set himself apart from Clinton by campaigning against his general health insurance project. Even so, his challenger, Republican Steve Chabot , who emphasized his origins from a poor working-class household, managed to associate Mann with Clinton's unpopularity, so that he defeated Chabot with 44 to 56 percent of the vote in the November 1994 general election . His mandate ended on January 3, 1995.

In the 2013 election to Cincinnati City Council, Mann was re-elected and has been a member of this body since then - after being re-elected in 2017.
