De Larosière report

The de Larosière report is a report drawn up by a group of experts led by former French central bank chief Jacques de Larosière . It was commissioned by the President of the European Commission, José Manuel Barroso , in October 2008 under the impact of the financial crisis from 2007 and published in February 2009.

The report calls for a reform of the European financial regulatory system. To this end, he proposes the introduction of an effective supervisory and sanctioning system, for example the European Systemic Risk Council , which is to be headed by the President of the European Central Bank (ECB) and to include several representatives of European central banks and representatives of national regulatory authorities.

The Market Abuse Directive and the Market Abuse Regulation take up the recommendations of the report in order to create a uniform set of rules in the Member States. The report also established the European Systemic Risk Board .
