Donald M. Payne

Donald Milford Payne (born July 16, 1934 in Newark , New Jersey , † March 6, 2012 in Livingston , New Jersey) was an American politician . From 1989 until his death he represented the state of New Jersey in the US House of Representatives .

Life

Donald Payne attended Barringer High School in Newark until 1952 and then studied at Seton Hall University until 1957 . In the following years he worked as a teacher and in the insurance industry. From 1970 to 1973 he was President of the Young Men's Christian Association of the United States (YMCA). At the same time he began a political career as a member of the Democratic Party . From 1972 to 1978 he was a member of the Essex County County Council. In 1980 he ran unsuccessfully in his party's primary election for Congress . From 1982 to 1988 Payne served on Newark City Council.

In the 1988 congressional elections , he was elected to the US House of Representatives in Washington, DC , in the tenth constituency of New Jersey , where he succeeded Peter Wallace Rodino on January 3, 1987 . After eleven re-elections so far, he was able to exercise his mandate in Congress until his death. He was a member of the Committee on Education and Labor and the Foreign Affairs Committee as well as four sub-committees. In 2003 and 2004 Payne was Democratic Party Chairman in Essex County. During his time as a congressman, the terrorist attacks on September 11, 2001 , the Iraq war and the military operation in Afghanistan fell . He temporarily presided over the Congressional Black Caucus .

Donald Payne was widowed and last lived in Newark. He succumbed to colon cancer . His son Donald , born in 1958 and previously President of Newark City Council, was elected to succeed him in Congress.
