The recommendations for economic studies of roads ( EWS for short ) are a technical set of rules valid in Germany and are used for the economic assessment of road infrastructure projects. They are the successors of the "Guidelines for the construction of roads - Part: Economic studies" (RAS-W) from 1986 or the "Guidelines for economic comparative calculations in roads" (RWS) from 1970 and were published in 1997 by the Road Research Association - and transportation published. The EWS has been revised by an engineering office in Aachen since 2010 - now again as guidelines (RWS). After several postponements, they will be coordinated with the BMVI and the federal states at the end of 2016 .

The EWS is a cost-benefit analysis and a standardized evaluation procedure with the aim of ensuring comparisons of variants, priority ranking and the determination of the general building worthiness of a measure by means of economic studies. The evaluation period extends over 20 years, starting on January 1st after the handover.

These economic feasibility studies serve to avoid unnecessary measures from an economic point of view. The changes in the individual benefit components ( operating costs , travel times , accidents , noise pollution , pollution , climate pollution , separating effect against pedestrian crossings and space availability for pedestrians and cyclists) serve as a decision aid .

The EWS consist of a total of nine sections. Section one clarifies the goals of profitability studies. In the second section, topic-related basics are imparted. Section three provides cost rates for user components and the fourth section defines network delimitation, section division and the traffic flow. Section five explains procedures for determining costs. The assessment of benefits is presented in section six. The calculation of the benefit / cost ratio is explained in section seven. Sections eight and nine explain the handling of the calculation results and the adaptation to local conditions.
