At its meeting in Thessaloniki on June 19 and 20, 2003, the European Council approved the development of an EU training directive on the European Security and Defense Policy ( ESDP ). With the Joint Action 2005/575 / CFSP of the Council of July 18, 2005, the European Security and Defense College (ESDC) was established. The ESVK sees itself as a key player in the civil and military fields of training in the field of ESDP. It is a network of institutes and academies that deal with issues of security and defense policy.

All nationals of all Member States, Acceding and Candidate Countries and, where appropriate, of third countries can provide evidence of training provided they are among the civilian or military personnel dealing with strategic aspects of the ESDP. Upon invitation, representatives of non-governmental organizations , academic institutions, the mass media and business can also take part in training measures.

The ESVK pursues the following objectives: consolidation of the European security culture within the framework of the ESDP; Promoting a better understanding of the ESDP; Equipping the EU agencies and the Member States' military staff with competent personnel.
