The free movement of persons is one of the four fundamental freedoms as well as a political concept of the European Union . At its core, it comprises the free movement of persons reserved exclusively for EU citizens , both in the form of general free movement as well as the free movement of workers , which is subject to the European internal market , the freedom to provide services and the freedom of establishment . In addition, the free movement of persons also includes accompanying measures with regard to third-country nationals , which in turn are part of the concept of an area of ​​freedom, security and justice .
