The cemetery for the victims of totalitarianism in Kharkiv was established between 1999 and 2000. The architect was Zdzisław Pidek .
In addition to local victims of the Stalinist purges, the remains of prisoners of war Polish officers and ensigns from the Starobelsk special camp , who were murdered by the NKVD secret police in Charkow in the spring of 1940, rest on it .
