Frocking is a term the US military , which is expressed that a non-commissioned officer ( non-commissioned officer ) or officer ( Commissioned officer ) may bear the insignia of a military rank, to which he was not promoted. However, this only applies to the special case that he is already on an official promotion list, which is usually due to the fact that, under certain circumstances, only a certain number of people may legally have a rank. Often soldiers would have to wait a long time to be promoted. In the Army and Air Force , this usually only happens in the higher officer ranks, in the US Navy, on the other hand, once a year on September 16, all petty officers awaiting promotion are "frocked" to Chief Petty Officer .
