Border Waters Commission
The Federal Republic of Germany works in the field of water management with its neighboring states on the basis of bilateral border water agreements in border water commissions . To this end, treaties have been concluded that have been ratified by the relevant laws of the neighboring states involved. The contracts regulate the economic, scientific and technical cooperation of the contractual partners as cross- border cooperation in the field of water management on the border waters.
Border waters are understood to mean
- Stretches of watercourses in which the state border runs between the contracting states
- Waters crossing the state border and waters adjacent to the state border, insofar as water management measures carried out on them on the territory of one Contracting State would have a material adverse effect on the water conditions in the territory of the other Contracting State.
As early as the 1920s, agreements on bilateral cooperation between neighboring countries were concluded. For example, in Article 33 of the “German-Polish treaty regulating border conditions” of January 27, 1926, it was agreed that “news about floods and ice conditions ... should be exchanged regularly and immediately”.
The composition and procedure of the commissions as well as their powers are regulated in statutes.
So z. For example, the statute of the German-Polish Border Waters Commission provides for the formation of working groups whose mandates are to be determined by the commission. For the practical fulfillment of the tasks from the Border Waters Treaty, the principles of cooperation between all institutions involved are laid down by the Commission.

- 1960: German-Dutch Border Waters Commission : German-Dutch border treaty of April 8, 1960
- 1987: German-Austrian Water Commission : Agreement between the Federal Republic of Germany and the European Economic Community, on the one hand, and the Republic of Austria, on the other hand, on water management cooperation in the Danube catchment area of December 1, 1987
- 1992: German-Polish Border Waters Commission : Agreement between the Republic of Poland and the Federal Republic of Germany on cooperation in the field of water management on border waters dated May 19, 1992
- 1995: German-Czech Border Waters Commission : Agreement between the Federal Republic of Germany and the Czech Republic on cooperation in the field of water management on border waters dated December 12, 1995
