Grand National Assembly (Bulgaria)
The Grand National Assembly of Bulgaria ( Bulgarian Велико Народно събрание / Veliko Narodno Sabranie) is a constitutional body , similar to the German Federal Assembly . It is the only constituent assembly in Bulgaria and has only met seven times since its inception in 1879.
The Grand National Assembly was created in the Tarnowo Constitution of 1879. With 400 delegates, it is almost twice the size of the Ordinary Assembly (the Bulgarian Parliament) and only meets on special occasions: it elects the monarch or regents, and it approves constitutional, legal and territorial changes.
In 1947 the 6th Grand National Assembly passed the Constitution of the People's Republic of Bulgaria , which replaced the Constitution of Tarnovo . The new constitution of 1947 no longer provided for convening the Grand National Assembly. It was not until the end of the Cold War that the 7th Great National Assembly was held in 1991 , which passed the constitution of the Republic of Bulgaria and initiated the democratization of Bulgaria. The fourth Bulgarian constitution is also the first in Eastern Europe to be based on the principles of democracy and the rule of law.
