Capital financing contract

Three contracts between the Federal Republic of Germany and the State of Berlin dated June 30, 1994, November 30, 2007 and May 8, 2017 are referred to as capital city financing agreements (HFV) . The first two contracts concern cultural funding and infrastructure investments, including the expansion of underground line 5 . The latest contract contains federal payments for internal security and capital city culture. In addition, extensive property transactions were agreed between the two contracting parties.

The legal basis is Article 22 and Article 106 of the Basic Law (GG).
