The service unites all institutes involved in Satellite Laser Ranging (SLR) and was founded by the IAG in September 1998.

It also serves to support global geodetic projects and satellite missions and develops suitable standards and strategies for measurement and analysis in order to ensure a high, consistent quality of the data. The ILRS also cooperates with the Earth Rotation Service IERS and contributes significantly to the global coordinate system International Terrestrial Reference Frame through the absolute character of the laser measurements .
