Integrated management and control system

The Integrated Administration and Control System ( IACS ) is a system of regulations that the European Commission has gradually introduced to enforce a uniform agricultural policy in the EU member states .

The introduction of the integrated administration and control system was decided in the course of the reform of the common agricultural policy (CAP) in 1992. IACS is an essential control instrument for EU agricultural expenditure. The data determined by the IACS flow into the EU's clearance of accounts procedure .

The European Commission is responsible for the conception, coordination and control functions. The EU member states are responsible for the concrete implementation of the IACS.

InVeKoS is subject to constant further development. It currently consists of the following components:

  • a system for EU-wide standardized animal identification
  • a system for the identification of agricultural parcels ( GIS -supported since 2005 )
  • a system for processing and paying out grant applications
  • Administrative controls as well as on-site controls selected by means of risk analysis (since 2005 supplemented by " cross compliance " measures)

Up to 2003, around 6 million applications for aid were processed by machine within the European Union by means of the IACS (around 3.2 million applications for area aid and around 2.8 million applications for animal premiums).

With the EU enlargement on May 1, 2004, the IACS regulations also apply in the new EU member states.
