Federal Institute for Quality Assurance in the Austrian School System

The Federal Institute for Quality Assurance in the Austrian School System ( IQS ) is an agency subordinate to the Austrian Ministry of Education . The establishment of the IQS was decided on May 15, 2019 in the National Council ( Federal Law Gazette I No. 50/2019 ). The IQS is the successor to the BIFIE and will start operations on July 1, 2020.

tasks

The IQS supports the Ministry of Education in the evidence-based control and development of the Austrian school system (§ 1 IQS Act). The tasks of the IQS extend to the entire school system including the agriculture and forestry school system, with the exception of universities and technical colleges .

The core tasks of the IQS are:

  1. Participation in educational monitoring and quality assurance measures ;
  2. Participation in quality development in the school system;
  3. Conducting analyzes and providing evidence for educational policy decisions and for school administration;
  4. Participation in the national education controlling report as far as it is used by the Ministry of Education.

According to Section 4 of the IQS Act, schools, pupils and their legal guardians are obliged to participate in the IQS surveys. The students take part in the surveys and performance measurements during class time. The IQS is obliged to collaborate with universities and other research institutions.

The IQS is a federal agency and as such is subordinate to the Ministry of Education. It is also considered a scientific institution. As such, it is entitled to carry out research projects in its own name and to acquire third-party funding.

The management of the IQS is the responsibility of a director who is appointed by the Minister of Education for 5 years after the position has been advertised.

The IQS has a scientific advisory board (Section 7 of the IQS Act) with an advisory function, to which the Minister of Education sends up to five "recognized personalities from the field of university, college or non-university educational research and teaching" who have "experience in the Management of a relevant institution and sufficient skills in the areas of responsibility of the IQS.
