The Instituto da Mobilidade e dos Transportes Terrestres, Instituto Público ( IMTT, IP or just IMTT ; German Institute for Mobility and Land Transport ) is the Portuguese regulatory authority for rail, land and ship traffic. The organization, founded in May 2007, reports to the Portuguese Ministry of Public Works, Transport and Communication and is based in the Portuguese capital, Lisbon .

History and function

In order to bring the various regulatory authorities of Portuguese means of transport together and to strengthen their position and efficiency, the government under Prime Minister Sócrates decided to merge the three authorities, namely the Direcção Geral dos Transportes Terrestres e Fluviais , the General Directorate for Land and Sea Transport , the Instituto Nacional do Transporte Ferroviário , in German National Institute for Railway Transport , and the Direcção Geral de Viação , in German General Directorate for Road Transport . With the publication of the relevant Law Decreto-Lei n ° 148/2007 in the Diário da República , the Portuguese legal gazette, this amendment became official on May 1st 2007.

The newly founded Instituto da Mobilidade e dos Transportes Terrestres includes all the tasks of the three predecessor organizations. For rail transport, for example, this continues to include rail regulation, the allocation of certificates, licenses and approvals and the possible sanctioning of individual companies for fines of up to 44,800 euros. In addition, the IMTT has great decision-making powers, and its decisions can only be overturned by a national or international court; political influence by the overriding Portuguese Ministry of Public Buildings, Transport and Communication is not possible.
