In the case of a damper weir , the water level of the dam is regulated by means of movable flaps mounted on the weir crown . The flaps are usually moved hydraulically or via a rack gear. The overflowing water falls into the stilling basin . This often results in two counter-rotating flow rollers (top roller and base roller).

A patent for this was granted to Francesco Camagni in 1922 under DRP No. 194077.
