The Permanent Representative of the United States at the United Nations ( English Permanent Representative of the United States of America to the United Nations ) represents the interests of the United States in the UN Security Council and during the plenary sessions of the UN General Assembly . This is simply not the case when a senior US political representative is present at the relevant meetings.
The nomination of the respective incumbent is incumbent on the US President ; then the appointment must be confirmed by the United States Senate . Under President Bill Clinton , the position had cabinet rank ; after this was not the case under George W. Bush , Susan E. Rice , who was appointed ambassador by Barack Obama in 2009, was again a member of his cabinet ; this also applies to her successors Samantha Power and Nikki Haley and Kelly Craft (under Trump).
