The film festival is held annually in Saint Petersburg , Russia .
Message to Man was created in 1988 in what was then the Soviet Union as a two-year documentary film festival. It took place for the first time a year later. It has been held annually since 1994 and in the same year the scope was expanded to include short and animated films. Message to Man is a film festival accredited by FIAPF . It is visited by up to 40,000 spectators annually.
