Neitralny Turkmenistan ( Russian Нейтральный Туркменистан , "neutral Turkmenistan") is a Russian- language newspaper from the Turkmen capital Ashgabat . It is published by the Turkmen state and has a monthly circulation of around 23,000 copies. The newspaper is the official bulletin of the country's government. It has been published since November 1924, from its inception until 1995 it was called Turkmenskaya Iskra ( Туркменская искра ; German Turkmen spark ). A few years after independence, in 1995, it was renamed Neitralny Turkmenistan . The Turkmenskaya Iskra was the party newspaper of the Central Committee of the Turkmen Soviet Republic as early as the Soviet era . The newspaper has been accompanied by an English-language supplement every week since 2012.
