The Supreme Commander of the Armed Forces of the Republic of Croatia , according to the Constitution of the Republic of Croatia to the President of the Republic of Croatia . The President of the Republic appoints and dismisses military commanders in accordance with the law . Based on the decision of the Croatian Parliament (Sabor), the President declares war and makes peace. In the event of an acute threat to the independence , unity and existence of the state the President of the Republic can, if the Prime Minister co-signs it, order the deployment of the armed forces, even if the state of war has not been declared.

Command structure

In times of peace, the command of the Croatian Armed Forces is exercised by the Minister of Defense . The Minister of Defense is responsible to the Commander-in-Chief for the execution of orders and informs him accordingly. When the state is in immediate danger and in the event of war, the Commander-in-Chief gives orders directly to the Chairman of the General Staff and at the same time notifies the Minister of Defense of the orders issued. In this case, the chairman of the general staff is responsible to the commander in chief for the execution of the orders. If the defense minister refuses the orders of the commander in chief, the commander in chief can carry out the execution of the orders in a straight line through the chairman of the general staff.
