Quota condition

A quota condition is the requirement of a seat allocation procedure that the number of seats for each party deviate from the respective ideal requirement by less than a whole seat .

The quota condition is seen by some as a requirement for a fair seat allocation process. However, according to Balinski and Young's impossibility theorem, all procedures that meet the quota condition exhibit the voter growth paradox .
