The regional working group Bonn / Rhein-Sieg / Ahrweiler - in short: rak - is a voluntary form of cooperation that spans state borders, in which, in addition to the federal city of Bonn, the two districts of Rhein-Sieg and Ahrweiler and another 27 cities, municipalities and municipalities in the region in areas of responsibility and strategic planning work closely together. As a link between the municipal planning authority and the regional and state planning of the federal states of North Rhine-Westphalia and Rhineland-Palatinate, the: rak occupies   a special position.

After the capital city resolution to move the federal government from Bonn to Berlin on June 20, 1991, the region decided to create a new profile and develop common strengths in order to counteract a structural weakening. The structural policy model of : rak from the early days of the cooperation formed a stable framework for jointly developed, implemented and regionally coordinated concepts based on voluntary, regional cooperation.

Since November 2001, the voluntary, regional cooperation has been bindingly regulated by a cooperation agreement between the Federal City of Bonn and the two districts.

Organization and form of work

The basis of the voluntary cooperation is a cooperation agreement. Together with the municipalities, the three network partners finance an office, a disposal fund and the regional website. The office takes on the operational and administrative day-to-day business and maintains contact with the network partners and municipalities. Specialist forums and projects as a form of work on different topics enable processing in self-organized working groups.

The: rak has no decision-making authority, but serves as a communication and discussion platform and makes recommendations, which are then decided in the municipal bodies.

Mission statement

After almost 25 years of cooperation, in 2013 : rak started a discussion about the realignment of its cooperation and agreed to reform the practical cooperation. In 2016 the members of : rak developed a new mission statement. New planning and thematic focal points such as state and regional planning, demographic change, residential and commercial development, climate protection and energy, the attractiveness of rural areas and mobility issues have influenced the new model.

The new model is the strategic superstructure of the region, is intended to provide orientation and motivation and show the municipalities areas of activity that they can fill with life independently. At the same time, the current mission statement forms the substantive framework for joint cooperation across municipal, regional and national borders.

Goals, motivation and benefits

The aim of: rak is to promote sustainable spatial development and to react to ever faster changing social and political demands. New approaches to regional cooperation such as sustainable spatial and regional development, demographic and generational development, the further development of ecological goals but also regional economic and commercial space developments should be jointly defined as a region, developed on a project basis and presented to the member municipalities for decision in the form of concepts or ideas shake hands.
