South African Local Government Association

The South African Local Government Association (SALGA) is the nationwide association of South African local governments, the existence and tasks of which are derived from the national constitution. The headquarters with the central office of the organization is located in Pretoria . Regional offices are maintained in all provinces. The members are mainly local authorities ( Local Municipality , District Municipality and Metropolitan Municipality ).

Basics

SALGA operates under its statute of May 2000, which refers to section 163 of the national constitution ( Constitution of the Republic of South Africa Act No. 108 of 1996 ) and the Organized Local Government Act ( Act No. 52/1997 ).

Membership is possible in three groups according to their statute. These are:

  • Municipalities under the provisions of the Structures Act ( Local Government: Municipal Structures Act , Act No. 117/1998)
  • Provincial Organizations
  • Associate members

Basis of action

The political interfaces exist with the National Council of Provinces (NCOP) in the South African Parliament , with the national cabinet and the provincial representatives, the Provincial Legislatures .

The tasks of the association lie in the following fields of action:

  • to represent and promote the interests of local self-government,
  • Transformation of the local administration to implement development tasks,
  • Strengthening the profile of local administrations,
  • Ensuring equal rights for women in local administration,
  • Characterization of the local administrations as an employer and
  • Development of internal performance.

structure

Political representation is made up of two areas, the National Executive Committee (NEC) and the Provincial Executive Committees (PEC's). Its members are elected by the National Conference and Provincial Conferences of SALGA and come from among experienced local councilors or the mayors. The professional political work structure of SALGA consists of eight directorates (departments).
