Varar representative
A Vararepresentant is parliamentary system in Norway one a Substitute, spare or replacement deputy of a parliamentary assembly. It represents one on the common party list chosen deputies , so long as it is legally prevented from exercising his mandate.
There can be different reasons for this:
- According to Section 62 of the Basic Law , having a seat in Storting is incompatible with work as a minister , state secretary, political advisor to the government, member of the Supreme Court , official in the state chancellery, in the diplomatic or consular service. This is intended to strengthen the principle of the separation of powers .
- Medical certificate of incapacity for work ( legemeldt sykefravær ), maternity leave , paternity leave .
When the election results are determined, a number of possible substitute MPs will be named for each party. These are the candidates who received the most votes without being elected. The number of substitute deputies is measured in each Fylke , where possible, on the number of each won mandates plus three (§ 11-5 electoral law). If the substitute member is actually used to work in parliament, he has full voting rights and receives a member's allowance in accordance with the statutory provisions.
A Vararepresentant only becomes a substitute for a regular MP ( stortingsrepresentant ) if the mandate to be filled is finally vacant, be it through the resignation or death of the elected MP.
