Association fire brigade

A composite fire department or fire department composite is in Switzerland , the merger of several fire departments to an organization.

A special purpose association is the amalgamation of several fire brigades to form an independent organization including its own statutes and a fire brigade council.

Composite

A network is used when the fire brigades concerned are merged into one fire brigade, but the statutes and the fire brigade commission in the individual municipalities remain in place.

A distribution key determines what proportion of the current expenses a member community has to pay. The fire brigade association will usually receive higher subsidies from the building insurance for purchases. This is intended to create gentle pressure for voluntary associations.

Problems

The process of merging individual fire brigades repeatedly triggers emotions from the fire brigade members concerned, but also from the population. The following arguments are put into each field:

  • Loss of your own fire department
  • Loss of the fire brigade in your own place of residence
  • Decrease in security, as fewer fire fighters live on site
  • Reduced security due to lack of local knowledge
  • Reduction of security due to longer journeys
  • Additional effort due to reduced staff
  • Financial risk due to purchases
  • Recruiting young people outside of the new location is difficult

Speak for a merger:

  • Increased security due to fire service personnel with more operational experience
  • Recruiting problems are solved because of the reduced target portfolio
  • Lower costs lead to lower taxes
