The Central Compensation Office (ZAS), based in Geneva, is the central executive body of the federal government in the area of ​​social insurance in the 1st pillar , which includes old-age and survivors' insurance ( AHV ), disability insurance ( IV ) and the income compensation scheme ( EO ). As the main department, it is affiliated with the Federal Finance Administration (FFA). The following departments are attached to it:

The Swiss Compensation Office SAK

Within the framework of the AHV, the Swiss Compensation Office SAK is responsible for all persons who are no longer domiciled in Switzerland. It processes AHV benefit applications from abroad and pays out and administers the planned benefits using international social security agreements and bilateral agreements between Switzerland and the EU. Under certain conditions, Swiss or EU / EFTA citizens who settle in countries outside the European internal market can continue to be insured voluntarily. The SAK checks the declarations of membership for the voluntary AHV / IV, determines the contributions to be paid and requests them. As a further fundamental task, the SAK provides all insured persons who live abroad or intend to leave Switzerland with information about their rights vis-à-vis the AHV.

After leaving abroad, Swiss citizens retain their right to a monthly pension at retirement age. The AHV entitlement of foreign nationals who no longer live in Switzerland depends on whether there is an agreement between Switzerland and the person's home country. In addition to monthly pensions, certain bilateral social security agreements for insured persons may provide for one-off lump-sum payments instead of monthly pension benefits. In addition, the SAK grants reimbursements of the AHV contributions paid to persons from non-contracting states in accordance with the relevant conditions.

At the end of 2018, the SAK paid 913,857 pensions abroad, which was 35% of the 2.6 million current AHV pensions in Germany and abroad. It is therefore the compensation office in Switzerland that pays out the most pensions. A large number of these pensions are partial pensions and not full pensions, as many insured persons who reside abroad do not have a maximum insurance period in Switzerland.

The IV office for insured persons residing abroad IVSTA

Similar to the tasks carried out by the SAK in the area of ​​the AHV, the IV office for insured persons residing abroad IVSTA examines applications for disability pensions and pays out the IV benefits provided for in the law, using the international agreements on social security.

As of December 31, 2018, the IVSTA administered a total of 40,482 IV pensions, which were transferred to beneficiaries living abroad, while the cantonal IV offices paid out 276,126 pensions to benefit recipients residing in Switzerland.

The Federal Compensation Office EAK

The Federal Compensation Office (EAK) is responsible for the application of the 1st pillar benefits for the employees of the Federal Administration and the numerous organizations affiliated with the Confederation. The EAK looks after around 230 employers with 200,000 insured persons who transfer their AHV / IV / EO contributions to it. In addition, the EAK runs a family compensation fund and pays out family allowances. While the other departments of the ZAS are in Geneva, the seat of the EAK is in Bern.

Finance and central register FZR

The Finance and Central Register FZR department carries out all those activities that have to be performed centrally in the decentralized system of the AHV / IV and the income compensation scheme. These are primarily:

  • Management of the central accounting
  • Monitoring of accounting transactions with the compensation offices
  • Management of the central register
  • Allocation and transmission of the insurance number (AHVN13) as well as help with its administration for systematic users outside the AHV / IV
  • Creation of statistical data for the 1st pillar of social insurance

The FZR also does the accounting for the SAK, controls the budget for the entire ZAS and is responsible for its procurement management.

International and Logistics IL

The activities of the International and Logistics Department serve in particular to support the other departments in their tasks. Among other things, the IL coordinates the administration of the social insurance of the 1st pillar between Switzerland and abroad and is responsible for processing incoming and outgoing mail from the ZAS.
