The Central Institute for Libraries (ZIB) was a central institution of the Ministry of Culture of the GDR for basic questions of the development of the library system . It was founded in 1950. It was dissolved in 1991 due to unification. The majority of its employees were taken over by the German Library Institute , Berlin. For the development of the library system of the GDR and the network of state general libraries, the Central Institute for Libraries had the task of

  • to carry out basic scientific work for forecasting, planning and management activities and the preparation of decisions by the Minister for Culture and to contribute to securing the scientific advance,
  • to support the explanation, enforcement and control of decisions, to analyze the fulfillment status and to ensure the generalization of the best experiences,
  • to support the local state organs, in particular the councils of the districts, as well as the academic general libraries of the districts and the city and district libraries using the results of other central institutions in solving their tasks for the development of the library system and regional library networks.

For the state general public libraries and, by agreement with the responsible central bodies, for other general education libraries including the trade unions, the ZIB had to develop theoretical principles, practical aids and practical materials that would enable the needs-based design of literature supply and literature propaganda ( inventory building , inventory indexing, Inventory transfer), library analysis , needs research, library statistics and their scientific evaluation should be useful. Library economics, including the development of performance and expense norms, the rationalization of library work, library organization and technology, library construction, the furniture and technical equipment of the libraries were also among the tasks of the ZIB.
