Ángel Serafín Seriche Dougan (* 1946 ) was Prime Minister of Equatorial Guinea from 1996 to 2001 .

Political career

From April 1, 1996 to March 4, 2001 he was Prime Minister under President Teodoro Obiang Nguema Mbasogo , who has ruled since 1979 . His party - at the same time that of the president, the Partido Democrático de Guinea Ecuatorial (PDGE) won 68 of the 75 seats in parliament in March 1999, whereby the opposition in the country has little chance even after the formal transition to democracy in 1991 and the president usually just under 100% of the vote is confirmed.

Seriche Dougan has come under pressure since October 2000 when he and members of his government were publicly accused of corruption . The allegations were initiated by Teodoro Obiang Nguema Mangue, the president's son, who is also considered his potential successor. At the end of February 2001, the Prime Minister submitted his resignation, which was accepted by the President. The president's son was the only cabinet member to remain in office in the new government. Members of the government have also been charged with drug trafficking on various occasions. Abroad, however, allegations of corruption and drugs are directed more against the president and his family.
