Health and Safety Committee

The health and safety committee (ASA) is an organ of the company's occupational health and safety and in Germany from a farm size prescribed with more than 20 employees ( § 11 Occupational Safety Act - ASiG).

The occupational safety committee is formed in accordance with Section 11 ASiG .

  • the representative for severely disabled employees at all ASA meetings (since October 1, 2000, it has the legal right to take part in all ASA meetings in an advisory capacity.)
  • occasionally experts and responsible persons from the operational areas considered.

purpose

The occupational safety committee has the task of advising occupational safety and accident prevention issues. The occupational safety committee meets at least once a quarter.

The occupational safety committee (ASA) is a communication forum in which various functionaries of a company discuss occupational safety issues, advise on measures and prepare decisions. The main benefit of an effective ASA is the uninterrupted operation. Its efficiency depends largely on the company's communication culture. The better company decision-makers and occupational safety experts exchange ideas, the smoother the implementation of occupational safety goals in daily practice.

Although occupational safety committees have been standard practice in all branches of the German economy for decades, very little information has been available to date explaining the conditions under which these committees function well and are of use to companies. The main association of commercial trade associations ( HVBG , now DGUV = German Statutory Accident Insurance) therefore commissioned an analysis of existing ASA practice. The report of the Organization of Occupational Safety and Health Organization (FA ORG) published in March 2007 is aimed at a broader public with examples of "Good Practice".

tasks

The committee should fulfill the following tasks

  • Analysis of accidents in the company
  • Advice on measures and facilities to counter accident and health risks
  • Exchange of experience on implemented measures
  • Coordination of work safety tasks
  • Development of an occupational safety or action program
  • Advice on safety-related aspects when introducing new work processes or new substances

Austria

In Austria the ASA is regulated by the ASchG in § 88. Every company with more than 100 employees must hold an ASA meeting every six months. For workplaces with more than 3/4 office workplaces, this rule applies from 250 employees.

Members

The committee consists of:

  • The employer or the person authorized by him to represent him;
  • The agents responsible for compliance with the employee protection regulations in the workplace;
  • The safety specialist or, if several safety specialists have been appointed for the workplace, their manager;
  • The occupational physician or, if several occupational physicians have been appointed for the workplace, their head or his representative;
  • The security officers ;
  • One representative from each of the responsible staff bodies.
  • The employer or a person appointed by him chairs the occupational safety committee.
