A state of emergency ( listen ? / I ) is declared in Germany by aid organizations such as the fire brigade and rescue service if they can no longer fulfill their tasks as prescribed in the fire brigade law or rescue service law in the event of an extraordinary damaging event in accordance with the alarm and release regulations or the standard care .
