Benedetto Brin was a trained shipbuilding engineer . In 1873 he became State Secretary under Naval Minister Simone Pacoret de Saint Bon and designed numerous warships . After a left-wing government came to power in 1876, he was made Minister of the Navy .

In this role he implemented the fleet program developed by Admiral de Saint Bon with some modifications. Under his political leadership, the hitherto rather weak Italian shipbuilding industry took off. The Italian fleet also developed and completed itself systematically for the first time in all of its components. Benedetto Brin is also considered to be the founder of the Accademia Navale . He remained in his post for a total of eleven years under various governments, at times Ferdinando Acton continued the work of Brin on his behalf.
