Milton Keynes is a borough in England . It was created April 1, 1974 through a merger of the urban districts Bletchley , Newport Pagnell and Wolverton , the Newport Pagnell Rural District and parts of the Wing Rural District .

Until April 1, 1997, the Borough of Milton Keynes was a district of Buckinghamshire . Since then it has been a unitary authority that is administratively independent from Buckinghamshire. The borough borders the administrative counties of Buckinghamshire, Bedfordshire and Northamptonshire . The largest place is Milton Keynes .

Milton Keynes is home to the Open University - the UK's largest university - and Bletchley Park , where Alan Turing and others successfully deciphered the Enigma during World War II .
