Federal popular initiative "For the dignity of farm animals (horned cow initiative)"

The federal popular initiative "For the dignity of farm animals" , also known as the horned cow initiative , was a Swiss popular initiative . It demanded that the federal government support farms if the horns of both male and female adult domestic cattle and domestic goats are left with their horns. The initiative was put to a vote on November 25, 2018 and failed both because of the majority of the people and the cantons .

Emergence

The initiator and mountain farmer Armin Capaul was bothered by the fact that dehorned cows are kept more and more frequently . He became politically active and wrote several letters a. a. to the Federal Council. As a result, Louis Schelbert submitted a minority motion in the federal parliament as part of the 2014–2017 agricultural policy and Roberto Zanetti submitted a motion entitled “Production system contributions for horned animals”. However, both were rejected.

In December 2013, Armin Capaul then submitted the "Horn Francs" petition , which went unanswered. Capaul then launched the popular initiative in September 2014 and began collecting signatures.

At the end of March 2016, the initiative was submitted with 120,130 certified signatures and officially came about with 119,626 signatures.

Initiative text

The federal constitution is amended as follows:

Art. 104 para. 3 let. b
He [the federal government] aligns the measures in such a way that agriculture fulfills its multifunctional tasks. In particular, it has the following powers and tasks:

With economically worthwhile incentives, it promotes forms of production that are particularly close to nature, environmentally friendly and animal-friendly; In particular, he ensures that keepers of cows, breeding bulls, goats and breeding billy goats receive financial support as long as the adult animals have horns.
