Zanetti grew up in Gerlafingen . His father, who came from the Puschlav , was a steel caster at Von Roll . After the vote on the initiative for an arms export ban in 1972, for which Roberto Zanetti had campaigned, he joined the SP.

From 1990 to 2000, Zanetti mayor of Gerlafingen, where he successfully lobbied in 1996 for the preservation of the steel mill. He had his seat on the municipal council since he was 22 years old. From 1993 to 1999 Zanetti was a member of the Cantonal Council of the Canton of Solothurn . In the 1999 elections he was elected to the National Council, to which he was a member until 2003. He was a member of the Finance Commission in both the Cantonal Council and the National Council. In 2003 he was elected as a replacement for the resigning Thomas Wallner ( CVP ) in the Solothurn government council and took over the cantonal economics department. He thus regained the second seat of the SP in the Solothurn Government Council, which it had lost 18 years earlier. In the 2005 government council elections, Zanetti was voted out again. It was the first ever election of an incumbent government council in the Canton of Solothurn. The cause of this was the affair surrounding the non-profit foundation Pro Facile , whose board member Zanetti and member of the Council of States Anita Fetz resigned in 2004 due to irregularities. The foundation supervisory authority has officially confirmed Zanetti's innocence in this affair.

From 2006 to 2012 Zanetti was managing director of the addiction support organization Perspective Region Solothurn . In 2009 Zanetti was re-elected to the Solothurn Cantonal Council, where he was in turn a member of the Finance Commission. On January 24, 2010, Zanetti was elected to the Council of States in a replacement election for the late Ernst Leuenberger (SP). He prevailed in the second ballot against the President of Solothurn SVP Heinz Müller and against CVP Cantonal Councilor Roland Fürst . In the first ballot against Fürst and Roland Borer (SVP) instead of Müller, Zanetti received the most votes. In the Council of States, Zanetti is a member of the Commission for Economy and Taxes and the Security Policy Commission.

In the general election for the two Swiss parliamentary chambers on October 23, 2011, Zanetti was re-elected for the Council of States in the first ballot. As the second Solothurn Council of States, Pirmin Bischof ( CVP ) prevailed in a second ballot . In 2015, Zanetti ran again for the Council of States and was re-elected in the second ballot after narrowly missing out on the absolute majority in the first ballot. In the 2019 parliamentary elections , Zanetti was re-elected to the Council of States in the second ballot.
