Swiss parliamentary elections 2019
The 2019 Swiss parliamentary elections took place on October 20, 2019. The 200 mandates of the National Council and 45 of the 46 members of the Swiss Council of States were newly elected. The National Council and Council of States together form the Federal Assembly . The 51st legislative period will last four years - until 2023.
The elections led to a shift in the political majority in the National Council from the center-right to the center-left. Greens and green liberals made very high profits. The 17 additional seats in the National Council of the Greens are the largest gain in seats by a party since the introduction of proportional representation in 1919. All other larger parties lost votes, most of them the SVP , which remained the strongest party. The SP , the FDP and the CVP each achieved their worst results since 1919. The BDP still achieved three seats and thus missed parliamentary group strength for the first time since the party was founded , while the EPP was able to gain a mandate and, after seats, caught up with the BDP. From the small parties, the EDU and SolidaritéS returned with one seat each in the National Council, while the Geneva protest party MCG lost its representation in the national parliament after eight years. The Lega defended one of its two seats, the PdA its only one.
The Greens also achieved significant gains in the Council of States, they were able to expand their representation in the Council of States from one to five seats. In return, the social democratic delegation was reduced from twelve to nine. On the bourgeois side, the SVP was able to gain one seat, while the FDP lost one; the number of seats in the CVP remained unchanged. The BDP could not replace its only Council of States and left the small chamber. The strength of the political blocs in the Council of States remained essentially unchanged. Due to the simultaneous shifts in the National Council, the majority ratios in the two chambers were more similar than in the previous legislature.
Due to the historical successes of the green parties and the significantly increased proportion of women in both chambers, the 2019 elections were widely referred to in the media as the “climate election” and the “women's election”. The proportion of women in the National Council rose to around 42 percent (plus 10 percent). Twelve women were elected to the Council of States (compared to seven in 2015), with 46 seats, this corresponds to around 26 percent.
Election mode
National Council
The distribution of the seats in the National Council among the cantons is based on the permanent resident population (including those not entitled to vote) in the year following the last general renewal elections. Due to the number of inhabitants at the end of 2016, the cantons of Vaud and Geneva will each receive one additional seat in the 2019 elections compared to the 2015 parliamentary elections at the expense of Bern and Lucerne .
Each person entitled to vote has as many votes as the respective canton has mandates. Voting takes place on lists , whereby variegation and accumulation (maximum two votes for one candidate) are possible. Major elections take place in cantons with only one seat on the National Council .
Parties, voter groups and associations as well as individuals can submit electoral lists to the cantons. In large cantons, parties often run with multiple lists. Such differentiated lists are usually linked together as sub-lists. In addition, two or more parties can enter into a list connection . In this case, in the (first) allocation of the number of seats, the list connection is regarded as a single list.
The number of seats is allocated using the Hagenbach-Bischoff method , a calculation variant of the D'Hondt method .
Council of States
The Council of States - the small chamber of parliament - has 46 members. The federal constitution stipulates that each canton holds two seats in the small chamber of parliament. The cantons that were previously listed as "half cantons" are an exception: Basel-Stadt , Basel-Landschaft , Obwalden , Nidwalden , Appenzell Ausserrhoden and Appenzell Innerrhoden only send one member. This fixes the number of 46 MPs.
The election and term of office of the Council of States are the responsibility of the cantons. Thus, in contrast to the National Council, there is de jure no general election for renewal, and consequently no constituent meeting and no senior presidents. Each canton is therefore free to determine the time of the election and the election procedure for its members of the Council of States.
In the time since the Confederation was founded, the electoral procedures between the cantons have been harmonized to such an extent that, with the exception of the canton of Appenzell Innerrhoden, all seats in the Council of States are re-elected on the same day as the National Council. The Senate elections are governed by cantonal law: As voting procedures, most cantons have the Majorzwahlrecht set, with the candidates that in the first round (canton to canton calculated) absolute majority must achieve true in a possible second round of voting then the simple majority . The cantons of Jura and Neuchâtel vote according to proportional representation . In the canton of Glarus , 16- and 17-year-olds have the right to vote at cantonal level, so they can have a say in the election of the Council of States.
For all cantons with a majority procedure, a new election must be scheduled if a member of the Council of States leaves. The new member of the Council of States determined in this way is then only elected for the period until the next regular election of the Council of States.
Candidacies
Parties
Switzerland does not have any pronounced party law. Parties and political organizations are associations within the meaning of Art. 60 of the Swiss Civil Code . The Federal Chancellery maintains a register of parties in which any party can register, provided it has at least one mandate from the National Council or is represented in parliament in at least three cantons with at least three members each. Political organizations that are not registered can submit cantonal electoral lists if they submit a certain number of signatures. 400 signatures are required in the cantons of Zurich and Bern, 200 in the cantons of Aargau, Geneva, St. Gallen and Vaud, and 100 in all others.
The following table provides an overview of the parties and groups that were represented in the parliamentary legislature 2015-2019 (and are running again) or are running for national elections in at least three cantons:
National Council
A new record of 4652 people on 511 lists registered for the National Council. The number of candidates rose by 20% compared to the previous elections.
SVP, SP, FDP, CVP and Greens run in all 20 cantons that elect several people to the National Council. The four Federal Council parties (SVP, SP, FDP, CVP) also present candidates in several of the six one-person cantons. The Green Liberals stand for election in 19 cantons (in all cantons with multiple seats except for the Jura ), the EPP in their 16. The BDP stands for election in twelve multi-person and one single-person constituencies ( Glarus ).
The seven larger (but also some smaller, regionally anchored) parties drew up several lists in most of the cantons, some of which were several main lists of equal value, but often supporting lists, the primary purpose of which was to get additional votes for the main list. In most cantons , the young parties of the seven larger parties run on their own lists (individual cantonal young parties even put together several lists). There are also regional lists, gender lists (both in the form of a women's and a men's main list as well as supporting women's lists in addition to a mixed-gender main list), special lists for senior citizens, Swiss abroad , secondos or entrepreneurs as well as lists with special topics (e.g. environmental lists from FDP). Occasionally, parties (e.g. for strategic reasons) also draw up several main lists without a clear distinguishing feature being evident. In some cantons, for historical or substantive reasons, there are several cantonal parties within a Swiss party (e.g. LDP Basel or CSP Oberwallis ); these groups are also running separately. Whenever a party has several lists, there are list connections or sub- list connections between these lists , so when calculating the distribution of seats it did not hurt that the votes for one party were divided between several lists.
The socialist PdA is standing in six cantons. In several cantons other small left-wing parties are running (usually linked to the PdA): "solidaritéS" in Neuchâtel, Vaud and Geneva the alliance "Ensemble à Gauche" (of which "solidaritéS" was a part), in Zurich and Schaffhausen the Alternative list strongly anchored in the cantons and cities. For the first time ever, the (city) Berner Junge Alternative JA! that is close to the Greens (but was independent of them and - at the time - also of the Young Greens).
The two regional right-wing populist protest parties Lega dei Ticinesi in Ticino and Mouvement citoyens genevois in Geneva, who had already been represented in the National Council , ran again in their respective cantons. In the canton of Aargau, the two SVP national councilors Maximilian Reimann and Luzi Stamm , who were no longer nominated by their party, each made their own list.
The religious-conservative EDU is running in eleven cantons, the left-Christian CSP ("center-left CSP") in three of them (Freiburg, Jura and Valais; in Zug there are also Christian socials on the lists of the Greens). The Christian Social Party Obwalden waived after the resignation of its National Karl Vogler contrast to defend their headquarters. The far right Swiss Democrats are running for election in six cantons, and the Pirate Party in five. In addition, various local parties, splinter groups or one-person lists are running in various cantons.
The following table shows the candidate parties and the number of lists with which they stand for each constituency. Young parties and similar lists are assigned to the parent party. List connections are each marked with a common superscript letter. In the single constituencies, the number of candidates is given instead of the lists - candidates who have not been officially nominated by their party are marked with “(i)” (“unofficial”).

Council of States

For the Council of States, parties usually put up exactly one candidate, whereby these candidatures are intended to promote not only genuine election aspirations, but also to some extent for the simultaneous National Council elections. Two candidates per party are only put up as an exception (dominant position in a canton, corresponding cantonal custom, proportional representation in Neuchâtel and the Jura, signs of protest from smaller / more extreme groups against all established candidates). If there are few opportunities, especially in smaller cantons, large parties often refrain from applying.
Overall, the following picture emerged (first ballot, without Appenzell Innerrhoden): The FDP (including the LDP in Basel-Stadt) stood for election in 22 cantons. There were candidates from the SVP in 21 cantons (in Appenzell Ausserrhoden, of course, without party support), those from the SP in 20. The CVP ran in 18 cantons, the Greens in 17, the GLP in their eleven. The BDP had nominated applicants in five cantons, the left-wing parties PdA and solidaritéS in their three traditional strongholds of Geneva, Vaud and Neuchâtel. The regional parties Lega dei Ticinesi (Ticino) and MCG (Geneva) each set up one person in their respective cantons. Various small groups took part in the Council of States and in several cantons non-party members presented themselves, including the previous Thomas Minder (Schaffhausen).
The table below gives an overview of the candidates for the Council of States in the cantons for the elections on October 20, 2019 (i.e. without Appenzell Innerrhoden but including the silent elections in Obwalden and Nidwalden; 1st ballot each). The first two columns name the number of seats and the electoral system, the following columns the actual candidacies (candidates who have not been officially nominated by their party are marked with “(i)” for “unofficial”). The last column provides information on whether other eligible voters can be elected in addition to the official candidates (usually listed as "isolated" in election statistics).

Results from the cantons of Swiss parliamentary elections 2019 / Results of the National Council elections
Comment on the number of voters: In the multi-person constituencies (20 cantons with a total of 194 out of 200 seats), each voter has as many votes as there are seats available in his canton (35 in the canton of Zurich, 2 in the canton of Jura). In order to obtain results that are comparable across cantons, the number of fictitious voters per canton and party must first be calculated. The total of all fictitious voters of the individual cantons is then the voters at the state level (e.g. SVP: 620,342.797 fictitious voters rounded to 620,343 voters). The Federal Statistical Office therefore uses the term “fictitious voter” for the voter, since an effective voter can only be a partial voter.
The number of voters corresponds to the number of valid ballot papers. At the canton level, the sum of all party votes (sum of the candidate votes of candidates from a party plus additional votes = empty fields in a party list) is the basis for calculation. Example: Party A gets 12,000 in canton X, party B 27,000 and party C 48,000 out of 87,000 party votes. The number of valid ballot papers is 25,000. Thus, party A has 3,448.28 (12,000: 87,000 × 25,000), party B 7,758.62 (27,000: 87,000 × 25,000) and party C 13,793.10 (48,000: 87,000 × 25,000) in this canton. fictional voters. All three parties together have a total of 25,000 voters.

Results of the Council of States elections
In Appenzell Innerrhoden, elections were held at the regional parish on April 28, 2019, while silent elections took place in Nidwalden and Obwalden . A second ballot had to be scheduled for 22 of the 46 seats after October 20. In the canton of Lucerne, Andrea Gmür-Schönenberger was declared elected in a silent election after all other candidates had withdrawn. The remaining mandates were filled on November 3rd, 10th, 17th or 24th, depending on the canton.
