biography

Westphal was born as the son of the preacher at the Schwerin Cathedral Georg Westphal. Already in December 1715 he took his degree at the University of Rostock and continued his studies in law in 1719 in Halle and Jena , where he in 1721 with a German legal work for Dr. jur. utr. received his doctorate .

He went to a brief spell as a lecturer in Jena traveling and settled after his return in 1724 in Rostock as a lawyer and lecturer down habilitated and read the first at the University of Rostock German law . In 1727 he moved to Hamburg as a lawyer , where he met Duke Karl Friedrich von Holstein-Gottorf , who appointed him first mayor of the city of Kiel in 1730. In 1732 he entered the service of the government of the Duchy of Holstein as legation councilor, in 1734 he became curator of the Christian-Albrechts-Universität Kiel, whose rector was the duke, and on April 11, 1736 court chancellor and member of the secret council, i.e. the cabinet government . 1738 he was by the Emperor Karl VI raised to the hereditary nobility.

In 1739 the underage Karl Peter Ulrich became Duke of Holstein-Gottorp. He would later become Tsar of Russia. In this respect, soon after his appointment as heir to the throne in 1742, far from his Holstein duchy in St. Petersburg , he was prepared for his future tasks and was also hardly accessible for the government of his duchy. This significantly increased Westphal's influence in the administration of the duchy, but also the envy of him as a "foreigner" in his immediate vicinity, so that in 1750 he was arrested for a few weeks after a house search due to a Kiel court intrigue, and then placed under house arrest was removed from office. After three years, the intrigue cleared up to his full relief. He was reinstated in all previously lost offices by Duke Peter and he was granted compensation for the damage suffered as soon as the chamber treasury was able to and bearable . His rehabilitation was celebrated by the citizens of Kiel.

His work and activities show him and his nephew Johann Carl Heinrich Dreyer to be a committed German lawyer.

Westphal was married twice without children. He was buried with his second wife behind the altar of the Nikolaikirche in Kiel.
