Ernst Sucharipa

Ernst Sucharipa (born July 24, 1947 in Vienna ; † June 20, 2005 there ) was an Austrian diplomat .

Life

Sucharipa graduated from high school in Vienna in 1965 . He completed his law studies at the University of Vienna in 1969. From 1970 to 1972 he was a university assistant and later a lecturer at the Institute for International Law and International Relations at the Johannes Kepler University in Linz . In 1972 he did his basic military service, by 1974 he graduated from the Diplomatic Academy in Vienna and was accepted into the Foreign Service, where he initially worked in the international law office.

From 1976 to 1980 Sucharipa was assigned to the Permanent Mission of Austria to the United Nations in New York City . He then worked for three years at the Austrian embassy in East Berlin . In 1984/85 Sucharipa was Deputy Head of Cabinet of Foreign Minister Leopold Gratz, and in 1985 he took over as head of the cabinet. From 1987 he headed the Eastern Department of the Foreign Ministry, in 1990 he was promoted to head of the Political Section. In 1993 he became the UN ambassador. He campaigned at the United Nations for a weakening of the veto right of the permanent members. In 1994 he became Vice President of the UN General Assembly , and in 1995 Co-Chair of the Working Group on the Financial Situation of the United Nations.

As a special envoy for restitution issues in 2000 and 2001, he played a key role in ensuring that the Washington Agreement , on the basis of which the General Settlement Fund was established, could be negotiated and concluded in just a few months . The Washington Agreement essentially comprised three measures:

  • Flat rate compensation of $ 7,000 for revoked tenancy rights and household effects
  • Compensation for major losses
  • The return of real estate that is now publicly owned

The flat-rate payments are practically complete for more than 20,000 beneficiaries. The $ 210 million General Compensation Fund for the larger asset losses can only begin with the payouts when the last outstanding class action lawsuit in the USA has been concluded and legal certainty exists.

Sucharipa was only designated as ambassador for the United Kingdom in September 2004 .

From 1999 to 2005 he headed the Diplomatic Academy in Vienna.
