The 2003/04 season of the Oberliga Nordost was the 13th season of the Oberliga Nordost and the tenth as the fourth highest division in Germany. After the northern relay had already consisted of 19 teams in the 2002/03 preseason , this season was aligned with the southern relay, which consisted of 18 teams. At the end of the season there were four relegated teams from the northern season, while the southern season had three relegated teams in the association and regional leagues (in Saxony and Thuringia). Similar to the previous season, the promotion regulation with two relegation games between the two relay winners applied to determine a promoter in the regional league .
North season
At the beginning of the season, SV Babelsberg 03 came as a regional league relegated in the upper league. SV Yeşilyurt Berlin rose from the Berlin League . From the Brandenburg-League , the qualified Frankfurter FC Viktoria 91 and from the Verbandsliga Mecklenburg-Vorpommern the Sievershäger SV 1950 for the league.
The Babelsberg team were autumn champions of the northern season with four points ahead of the amateurs from Hertha BSC and five points ahead of the amateurs from Hansa Rostock . On the relegation ranks the Berlin AK 07 wintered with 12 points, the Frankfurt FC Viktoria and the Sievershäger SV 1950 with thirteen points each and the FV Motor Eberswalde with fifteen points.
At the end of the season, the Hertha BSC amateurs became champions of the northern season and qualified for the relegation games against the champions of the southern season, VFC Plauen . Last year's promoted Frankfurt and Sievershagen were also relegated at the end of the season and left the league immediately after the first season. They were followed by Brandenburger SC Süd 05 and VfB Lichterfelde 1892, which was renamed Lichterfelder FC Berlin 1892 after the season .

Season south
At the beginning of the season, the Dresdner SC came as a regional league relegated in the league. VfB Germania Halberstadt rose from the Association League Saxony-Anhalt . From the Saxon League , the qualified VfB Auerbach and from the division Thuringia came FC Erfurt Nord it. Before the season, OFC Neugersdorf was renamed FC Oberlausitz Neugersdorf .
With a lead of seven points over FV Dresden-Nord and eight points over Halleschen FC , FC Carl Zeiss Jena secured the autumn championship of the southern season. On the relegation ranks, the FC Anhalt Dessau cavorted with six points, the Dresdner SC with seven points and the FC Erfurt Nord with eleven points.
After the winter break, both FC Anhalt Dessau and VfB Leipzig announced that they would file for bankruptcy. Thus all results of the previous games of these teams were canceled and the clubs were determined to be relegated. The Leipziger had been sixth until then.
At the end of the season, VFC Plauen was champions of the southern season with just one point ahead of FC Carl Zeiss Jena and 1. FC Magdeburg . With this, the club took part in the relegation games against the champions of the northern season, Hertha BSC Amateure . In addition to the two insolvent teams, the relegated regional league Dresdner SC also rose and went bankrupt in the 2006/07 season.

Promotion games to the regional league
The relegation games between the winners of the North and South Relays were played by the amateurs from Hertha BSC and VFC Plauen. The first leg in Plauen was finally won by the Berlin team after leading the VFC twice, with Alexander Ludwig deciding the game with his hat trick . The team was criticized after the game because they had used several players from their first team, but this was quite allowed. After a 2-0 deficit, Plauen turned the second leg in Berlin in the last 20 minutes and finally won 3-2. Due to the better goal difference, however, the Berliners qualified for the regional league , while Plauen only achieved this with the league reform after the 2007/08 season. This was the first time that a team from the North Relegation was able to prevail against the winners of the South Relegation, who had previously won the relegation three times in a row.
