The Main Association of Social Insurance Institutions was founded in 1948 and later renamed the Main Association of Austrian Social Insurance Institutions . Until the end of 2019, it was the organizational roof over Austria's health, accident and pension insurance. As part of a far-reaching reorganization by the Social Insurance Organization Act, the main association was renamed the umbrella association of social insurance agencies from January 1, 2020 and was thoroughly reorganized. However, the legal entity remained the same, which means that all concluded contracts initially remained unchanged.

Organization and self-management

The Austrian social insurance is carried out according to the principle of self-administration. Self-government means that the state assigns certain administrative tasks incumbent on it to those groups of people who have a direct interest in them. Administrative bodies are to be formed from representatives of these groups of people, which are responsible for carrying out the relevant administrative area in a manner free from the state.

The self-governing bodies of the main association were most recently the sponsors' conference and the association board.

Carrier conference

The sponsors' conference consisted of the incumbents and chairmen and the first deputy of the insurance carriers as well as three senior representatives. The individual social security agencies were integrated into the self-administration of the main association. The sponsoring conference is the legislative body of the main association. It was responsible for passing resolutions on - the annual budget (budget law), - the annual report (consisting of the accounts and the statistical evidence), - the statutes, the model statutes, the model health regulations and the model rules of procedure, - guidelines, - the target management for the coordination of the administrative activities of the Social insurance agency, - a model for the main association.

Association Board

The association's executive committee consisted of twelve members who were sent by the sponsors' conference on the proposal of the interest groups.

It included: 6 employee representatives - 5 members proposed by the Federal Chamber from among the employees - 1 member of the Public Service Union proposed

6 employer representatives - 5 members were proposed by the Austrian Chamber of Commerce from among employers - 1 member was proposed by the President's Conference of the Austrian Chambers of Agriculture (“Austrian Chamber of Agriculture”).

The association board was the executive body of the main association. He was responsible for:

- the performance of all tasks that are not expressly assigned to the sponsoring conference, and
- the representation of the main association externally.

The term of office of the administrative bodies at the main association was four years.
