Life

After attending grammar school, Decker completed a course of study as a working student at the Technical University of Munich , which he completed in 1923 with an examination as a graduate engineer. In 1925 he became a Dr.-Ing. PhD (Dissertation: The magnetic susceptibility of aqueous solutions of rare earth salts ). After completing his studies, he worked as an engineer in Germany and abroad. Later he devoted himself to art painting.

Decker joined the NSDAP in 1933 and, after 1945, the Bavarian Party (BP). Until 1949 he was district chairman of BP Rosenheim-Land (Upper Bavaria). In the first electoral period (1949-1953) he was a member of the German Bundestag , into which he was directly elected in the Rosenheim constituency with 30.4% of the valid votes cast, and was also a delegate for the Council of Europe and parliamentary manager of the BP parliamentary group. Since September 25, 1951, he was the successor to Gebhard Seelos chairman of the BP parliamentary group. Since the establishment of the parliamentary group of the FU from the parliamentary groups of the Bavarian Party and the Center Party on December 14, 1951, he was its parliamentary group chairman . From March 21, 1952 he was chairman of the organizing committee of the Bundestag, without the committee meeting during his term of office.

After Eberhard Wildermuth's death in 1952, Decker was in discussion with Federal Chancellor Konrad Adenauer as a possible candidate for the head of the Federal Ministry for Housing . Adenauer decided to appoint Fritz Neumayer, a member of the FDP .

After BP failed to pass the five percent hurdle in the 1953 federal election and Decker had left parliament, he joined the CSU on January 15, 1954, together with Anton Besold . From 1956 to 1972 he was mayor of the city of Bernau am Chiemsee.
