Yitzchak Kahan

Jitzchak (Yitzhak) Kahan (born November 15, 1913 in Brody , Ukraine , † April 24, 1985 ) was an Israeli lawyer and judge .

biography

After attending school, he studied law and economics and emigrated to the British mandate of Palestine in 1935 .

On October 7, 1970, he was appointed judge at the Supreme Court .

As the successor to Moshe Landau , he was appointed President of the Supreme Court in 1982 and held this office until he was 70 in November 1983.

In this capacity he was appointed on September 28, 1982 by the government under Prime Minister Menachem Begin as chairman of the Kahan Commission named after him . Those next to him from the Supreme Court Judge Aharon Barak and Major General a. D. Yona Efrat's existing commission should investigate the Sabra and Shatila massacre .

The Israeli Defense Minister at the time, Ariel Sharon , was given political responsibility for the massacre by the commission without being charged with intent. On the basis of a recommendation made by the Commission, Raful Eitan was replaced as Chief of the General Staff and Sharon as Minister of Defense in 1983. The Kahan Commission blamed the then foreign minister and later prime minister Yitzchak Shamir for “lack of sensitivity and vigilance”.

Sharon, who abused him for the results of the investigation, became minister without portfolio that same year. In Belgium, a preliminary investigation into the massacre was opened against him in 2002, but the charges were dropped. No attempt to prosecute the immediate main culprit Elie Hobeika was made by either the Arab states or the Israelis. Rather, he held several ministerial posts in the Syrian- controlled government of Lebanon for eight years after the end of the Lebanese civil war .

He was the brother of longtime Knesset MP and Vice Minister for Education and Culture, Kalman Kahana .
