Ludwig Scotty

Ludwig Derangadage Scotty (born June 20, 1948 in Anabar ) was President of the Republic of Nauru from May 29 to August 8, 2003 and from June 22, 2004 to December 19, 2007 .

Scotty grew up in Anabar in northern Naurus; he attended secondary school from 1960 to 1964 and studied criminal and private law at the University of the South Pacific in the Fijian capital Suva . On March 15, 1983, he was first elected to parliament for his constituency of Anabar ; During his long tenure as a parliamentarian, Scotty was at times also chairman of the Bank of Nauru , the Nauru Rehabilitation Corporation and on the board of directors of Air Nauru .

Scotty served as Speaker of Parliament from the late 1990s to 2000 and was Minister of Health under Bernard Dowiyogo from 1992 to 1995, and Minister of Justice in January 2003 under Derog Gioura after Dowiyogo's death . After the interim administration of Gioura, Scotty was elected president after the parliamentary elections of March 2003 with a vote of 10 to 7. He defeated the Center Party leader and former President Kinza Clodumar . With the blessing of the outgoing administration around Gioura, Scotty decided to pay the civil servants after the near bankruptcy , to strengthen relations with the USA and to develop ways for a stable economy.

Scotty's cabinet consisted of himself as Secretary of State, Baron Waqa of Boe as Secretary of the Interior, David Adeang of Ubenide as Secretary of the Treasury, Kieren Keke of Yaren as Secretary of Health, Russell Kun of Ubenide as Secretary of Justice and Dogabe Jeremiah of Meneng as Minister of Public Relations.

Scotty was ousted by a narrow vote of no confidence with 8 to 9 votes against him in August 2003 and replaced by René Harris . On April 7, 2004 he resigned as speaker of parliament, causing a 46-day " deadlock " in parliament. It was only when Finance Minister Clodumar changed sides on June 22, 2004 that he was able to oust Harris with another vote of no confidence and has been back in office ever since. The cabinet consisted largely of the same parliamentarians as during his first term in office.

On October 1, 2004, Scotty declared a national emergency due to economic crises and at the same time dissolved parliament; he put the new elections on the following October 23rd. He also suspended parliamentary speaker Russell Kun from his office in order to prevent further parliamentary actions until the new elections. Scotty and his liberal-reformist followers clearly won the general election; he was confirmed as a parliamentarian. On October 27, Scotty named his cabinet. David Adeang remained Minister of Finance, Kieren Keke remained Minister of Health and Baron Waqa remained Minister of Education. Godfrey Thoma became the new Justice Minister and Frederick Pitcher the new Industry Minister.

After a comparatively quiet legislature, Scotty moved the parliamentary elections forward by two months from October to August in July 2007. On August 25, 2007, the supporters around him won another overwhelming victory and secured 14 of the 18 seats in parliament. On August 28th, he was confirmed in office by Parliament against challenger Marcus Stephen with a 14-3 vote. In a vote of no confidence of 10 to 7 on December 19, he was ousted by Stephen. Scotty remained in politics as a parliamentarian.

While Scotty was still speaker in the 21st parliament, he was not re-elected in 2016. After his opponent was sentenced to prison, he was able to return to parliament in a by-election on May 30, 2019.

Scotty is married with seven children and grandchildren. In addition to chess as a hobby, he also closely follows the Australian football games in Nauru and Australia.
