First term in office in Hemer

On July 13 of the same year he narrowly prevailed against the SPD opponent Bernhard Camminadi, a son of the former mayor Fredi Camminadi . The election was necessary because Esken's predecessor Heinz Öhmann took over the office of mayor in Coesfeld . On July 24, 2003 Esken was sworn in in Haus Hemer .

During his term of office the withdrawal of the Bundeswehr from Hemer and the related question of the conversion of the barracks fell . Another central measure of his tenure was the planning of a bypass road, the so-called west bypass. Esken and the CDU parliamentary group supported the construction, a citizens' initiative spoke out against it. It won a judgment before the Higher Administrative Court for the state of North Rhine-Westphalia , which declared the corresponding development plan of the city of Hemer to be ineffective.

Because of the " negligent granting" of corporate loans, which finally drove the Sparkasse Menden into the abyss, claims for recourse in the millions against the former management board and supervisory board of Sparkasse Menden were expected. Due to an out-of-court settlement with the liability insurance, the financial dispute between the Sparkasse due to alleged misconduct against former members of the board of directors of the former Sparkasse Menden ended on October 4, 2010.
